WATT’s News – The BACS decree, towards automation of tertiary buildings.

The transition to a low-carbon economy has become a global priority. In this context, commercial buildings play a crucial role in terms of energy consumption. It is therefore essential to take measures to improve their energy efficiency. The BACS decree responds to this need by requiring the installation of an automation and control system ( Building Management System / BMS ) within the buildings concerned.

The BACS decree is an important regulation aimed at improving energy efficiency and comfort in commercial buildings . It consists of setting up a type A or B BMS for the control and optimization of technical components (heating, ventilation, lighting, air conditioning, etc.) in buildings with a nominal useful power greater than 290 kW before December 31, 2024. This limit will then be significantly reduced to 70 kW with work to be carried out before December 31, 2026 .

As of April 7, 2023, a new measure introduced in the decree stipulates that piloting systems must undergo a mandatory periodic inspection every 2 to 5 years .

This system should make it possible to monitor energy consumption , optimize technical systems, and automatically adjust their parameters to meet the building’s real needs. The aim is to reduce losses and (over)consumption linked to systems that are out of order or poorly used .

For example, the decree provides for the implementation of automatic heat regulation. It allows the temperature to be adjusted according to the occupancy of the building and the external climatic conditions. This avoids unnecessary heating, (over)consumption and contributes to greater comfort for the occupants.

This decree marks an important step, like the Tertiary Decree , in the transition towards a more sustainable and energy-efficient tertiary sector. In the future, it is very likely that new similar regulations and standards will be put in place to further promote energy efficiency.
